Preamble

Districts of Rwanda and City of Kigali, represented by their respective delegates;

Given the Law n° 08/2006 of 24/02/2006 establishing organisation and functioning of Districts especially in articles 158 and 159; modifying the law n° 04/2001 of 13/01/2001 establishing organisation and functioning of Districts, as modified, especially in articles 149 and 150

Given the law n°10/2006 of 03/03/2006 determining the structure, organization and functioning of the City of Kigali in article 247; modifying the law n° 05/2001 establishing the organisation and functioning of municipalities of Rwanda, especially in article 118;

Given the Law n° 20/2000 of 26/07/2000, related to Non Profit Making Organisations (ASBL), especially in articles 1, 2, 3, 8, 9 and 10;

Convinced that the principles of solidarity and cooperation between administrative entities enhance their viability;

Considering that decentralisation policy requires Districts and the City of Kigali to assume various heavy responsibilities;

Considering the fact that the Decentralisation Policy values highly concepts of “best service delivery” and “sustainable development”;

We, the general Assembly of RALGA, have approved the RALGA as amended to date.
