Background
While the public service sector in Rwanda has undergone fundamental changes through institutional reforms in the pursuit of performance-based management and better service delivery, Local Governments (LGs) frequently need quality services from firms that understand clearly their needs, challenges and the environment in which they operate. It is in this regard that the Rwandese Association of Local Government Authorities (RALGA), as part of fulfilling its mission to “strive to build an efficient, effective, transparent and accountable Local Government System in Rwanda”, has embarked on rendering tailor-made services to the local government authorities under the name of RALGA Consult since early 2009.
Running business operations could not however match with the “not for profit” flag of RALGA, and RALGA Consult was transformed into a business company fully registered with the Rwanda Development Board (RDB). To this end RALGA Consult had to change of name to avoid any resemblance with the parent organization. The chosen name is “LG Consult Ltd”. The company took over the activities of RALGA Consult, and is officially in operation since 6 April 2010.

Organization and Personnel
To ensure that our clients receive the best services, LG Consult Ltd has built a broad base of consultants in almost all fields. Our database comprises currently over fifty (50) consultants in areas ranging from Land and Environment Management, Urban Planning, Civil Engineering, Statistics, Economics and Development Studies, Project Management, Education, Sociology, Agriculture, Public Administration, Demography, Communication, Veterinary, Entrepreneurship, Law, Water Management and Remote Sensing, Business Administration, Human Resources Management and ICT, etc.
These consultants are selected from the best professionals with different backgrounds such as academicians, professionals in international and national organizations, researchers in various disciplines, experts in governance, civil society, etc. It is from this pool of experts that LG Consult Ltd draws the necessary expertise proposed to its clients. LG Consult then ensures and guarantees that the quality of services rendered by its consultants abides to the standards in the field, and provides the necessary intellectual back up.
Management of the company
RALGA is the only shareholder in LG Consult Ltd capital. The daily activities of the company are coordinated by a Manager, appointed by the RALGA Secretary General after approval by the Board of Directors. The company recurs to RALGA management system for administrative backup, and part of its operations are executed by RALGA experts, in addition to external consultants in our Pool of Experts.
